Our mission is to prevent and end homelessness using innovative strategies and housing solutions that meet the unique needs of each family and individual. With an annual operating budget of 18 million dollars, UMOM provides shelter, housing, and supportive services to youth, families, and individuals experiencing homelessness in Maricopa County. UMOM serves just over 12,000 unique individuals across all of our services annually, including those families receiving support at the Family Housing Hub.

Position Description:

The HR Recruiter is responsible for full cycle recruitment from posting jobs to extending employment offers and onboarding. Identifies strong candidates, evaluates and assesses their experience and qualifications, and performs pre-screening of potential candidates.  Partners with hiring managers to understand program needs and develop recruitment strategies for filling vacancies.  Utilizes various recruitment tools, identifies applicant sources, and analyzes the effectiveness of recruitment efforts. Conducts analysis of HR metrics to assist with strategies to enhance the retention of staff.

Essential Duties and Responsibilities:

  • Recruitment: Post job opportunities internally and externally. Leverages social media as a recruitment resource. Reviews resumes and sources candidates using online job boards and social media. Conducts initial phone interviews, assesses and filters candidates for open positions. Schedules and coordinates interviews. Completes background screens and checks references. Extends job offers. Distributes job offer packets and arranges and/or administers pre-employment tests. Interviews candidates for face-to-face interviews as needed. Maintains on-going communication with candidates as well as hiring managers. Partners with hiring managers to ensure recruitment efforts are effective and producing quality talent. Responsible for temp-to-hire process, including hiring, sourcing (as needed), scheduling, and billing. Liaison with temp agencies for temporary assignments. Onboards new hires on first day and facilitates warm handoff to manager.
  • Administrative: Responsible for creating and compiling new employee files. Partners with Human Resources Manager to provide audit and project support as needed. Collects all documentation required by law, funding agencies and/or UMOM policies & procedures. Facilitates monthly New Employment Orientation.
  • Data Collection, Analysis and Management: Manages applicant tracking system. Works with Human Resources Recruitment and Retention Manager to enhance employee retention.
  • Regulatory: Ensures compliance with Federal and State regulations. Adherence to professional standards and comply with established UMOM best practices and policies and procedures.
  • Confidentiality: Maintains confidentiality in all matters pertaining to employees, candidates and clients. Demonstrates professionalism, good judgment and tact when dealing with others.
  • Customer Service: Communicates effectively with applicants, co-workers, volunteers and others. Treat others with consideration, courtesy and respect. Demonstrates empathy and good communication skills. Responds to candidate inquiries within a timely fashion. Seeks guidance as needed and forwards on as necessary. Performs duties timely, willingly and with initiative, shares necessary information with co-workers.


  • BA/BS in related field preferred
  • 1-year HR/recruitment experience required
  • Proficient in Microsoft Office Suite, Human Resource Databases and/or Applicant Tracking Systems
  • Excellent communication skills, attention to detail and ability to work in a fast-paced environment
  • Valid Arizona Driver's License and a driving record that falls within UMOM's policy
  • 100/300 level car insurance coverage
  • Level One Fingerprint Clearance Card or the ability to obtain one
